RICHMOND, TEXAS — Ronard Shorter, 25, of Houston is a registered sex offender and has now been accused of exposing himself to children while they were outside playing.
Allegedly Shorter waited in between two buildings in an apartment complex and exposed himself to three children who lived near by. The children reported the incident to their father, who immediately went and followed Shorter.
Shorter’s previous offense was the sexual assault of a child.
