Gloria Alfreda McMillan, 32, of 7238 John Paul Drive in Alexandria, has been charged with felony hit and run.

Shelinda Delores Arrington, 21, died in the incident.

Detectives have seized the suspect’s vehicle, a 2006 black Chevrolet Trailblazer, from Southwest D.C.
