Milwaukee man kills 3 after complaining neighbor doesn’t speak English

A Milwaukee man has been charged with three counts of homicide after her tracked down three of his neighbors when he found out that one of them does not speak English.

A Milwaukee man has been charged with three counts of homicide after her tracked down three of his neighbors when he found out that one of them does not speak English.

The man, Dan J. Popp, stopped Jesus R. Manso-Perez and his son and offered them a beer. When the two turned down the offer, he asked where they were from and then said, “Oh, that’s why you don’t speak English. You’re Puerto Rican.”

Manso-Perez’s son said that Popp then met them on the stairs as they were trying to return to their apartment, where Popp pointed a rifle at them and said, “You guys got to go.”

Popp then shot Manso-Perez in the head and then fired at his son and missed. Popp then went into their apartment and killed Phia Vue and Mai K. Vue, who were inside huddled with their four children. Several of the children who escaped were able to direct police to the apartment. When police then ordered Popp to drop his weapon, he complied and then surrendered to police.

Popp is now in the Milwaukee County Jail and will undergo a mental competency examination in order to determine whether or not he can aid in his own defense.
