Minneapolis Police Chief Janee Harteau announced on Friday that the two officers involved in the fatal shooting of Jamar Clark followed proper procedure and will not face discipline over the incident.

“These officers did not dictate the outcome of this incident,” Harteau said. “I can say with absolute certainty that I support the actions of Officers Ringgenberg and Schwarze the night of Nov. 15.”

Some witnesses claimed that Clark was handcuffed when he was shot, but the state Bureau of Criminal Apprehension determined in the course of its investigation that the officers had tried to handcuff Clark but were not able to do so. Clark was shot when one of the officers shouted that Clark had his hand on the officer’s gun.

Albert Goins, who represents Clark’s sister Tiffany Roberson, said that the family would be filing a civil suit, saying, “To say they couldn’t find any policy violation verges on the absurd.”

On the other hand, Bob Kroll, the head of the police union, said that it was time for the officers to be cleared, saying that the year-long investigation had been “devastating” for Officers Mark Ringgenberg and Dustin Schwarze, who had been on desk duty while the incident was being investigated.
