On Wednesday, Republican presidential nominee Donald Trump promised a “new deal for black America” in his latest attempt to try to win over a voting bloc that has been dead set against him throughout the election.

“I will be your greatest champion,” Trump promised. “I will never ever take the African American community for granted. Never, ever.”

During the speech, Trump laid out a plan that focused on building up schools, lowering crime and increasing opportunities for higher-paying jobs. He said that “massive numbers” of African-Americans have been left behind by the Democrats and have been ignored and left in “crippling crime and total violence” in the inner cities.

“Some of our inner cities are more dangerous than the war zones we’re reading about and seeing about every night,” Trump said.

He went on to propose tax holidays for inner-city investments as well as other incentives for foreign investment in “blighted American neighborhoods.” In describing his plan, Trump also focused on school choice, which he called the “great civil rights issue of our time.” He focused on giving more funding to historically black colleges and even went so far as to say that he wanted to give states and cities the ability to declare disaster areas in some neighborhoods.
