CHARLESTON, S.C. – Herman Cain urged an “Army of Davids” to come together to push his controversial 9-9-9 tax plan at a meeting of Republicans here, opting against endorsing a candidate in this state’s critical primary.

Cain, who dropped out last month amid a series of controversies, declared “I am endorsing the American people,” delivering the unconventional presidential endorsement he had promised.

“We the people are still in charge of this country,” he yelled repeatedly to applause from a crowd of about 100 conservatives at the Southern Republican Leadership Conference.

The appearance, and another one Cain is making here tomorrow, is part of his on-going push to reemerge on the political scene. He has openly declared himself a candidate for Secretary of Defense in a Republican administration.
