NBC NEW YORK – Police have arrested a 28-year-old Bronx man who was captured on video viciously beating a dog in a Manhattan housing project in August.

Brian Freeman was arrested Monday and charged with torturing and injuring an animal. It wasn’t immediately clear whether he had an attorney.

Surveillance video released last week shows the suspect kicking and smacking a dog multiple times in the lobby and elevator of the Wagner Houses in Harlem.
