It is a sad fact that has been documented time and time again … black children are disproportionately likely to be investigated, substantiated and placed in foster care.

That is why this story about how heroin addiction is forcing more kids into foster care is so shocking.

Advocacy groups say there is evidence that a spike in the number of all foster care cases is the result of more women of child bearing age becoming addicted and neglecting their children from infant to teenaged years.
