From NBC Philadelphia:

Monday was full of questions surrounding a 3-year-old boy who was found wandering around the Frankford section of Philadelphia.

Police picked up toddler Mark Terry — as identified by family friend Vincent Ford — on Bridge Street around 9 a.m., and he spent the rest of the day with the Department of Human Services after being checked out a local hospital.

He was finally reunited with his family early Monday evening.

Police questioned the toddler’s mother and grandmother, but ultimately released them and do not suspect foul play.

Vincent Ford mused on what could have happened: “Maybe he just walked off. It happens at times. You just turn your back for a minute and the kid walks off.”

Philadelphia Police lieutenant Ray Evers was still pretty stunned.

“There’s something wrong here. Eight hours is a long period of time to be missing a 3-year-old,” he told NBC Philadelphia.

Regardless, Ford knows things could have been much worse.

“It just so happens he fell into the right hands and not somebody’s hands who’s out here creeping or doing something wrong,” Ford said.
