Can Paterson still govern?

Will the Legislature allow him to govern for the next month, let alone the remaining 306 days of the unexpired term he assumed from Gov. Eliot Spitzer?

ALBANY — Free from the strains of campaigning for election, Gov. David Paterson can shift his focus to the state budget he insisted has to be built around sound fiscal principles.

But will the Legislature allow him to govern for the next month, let alone the remaining 306 days of the unexpired term he assumed from Gov. Eliot Spitzer?

Before his withdrawal as a candidate for governor last week, lawmakers had perceived Paterson was playing politics when he called them back for special sessions to deal with this year’s budget shortfalls. Many legislators said Paterson was running against them to pump up his popularity with voters by depicting the Legislature as unwilling to acknowledge the huge deficits and ruinous state revenue position.
