On Wednesday night, Matt Knight was mowing his lawn when he heard screams coming from across the street. When he went to investigate, he found a toddler seemingly trapped in a bungee cord that was wrapped around the gate.
“I walked over there and the kid, like the photo you saw, was strapped or caught up in some of the bungee strap to the fence,” said Knight.

Knight called police but wanted to make sure he took a picture, as police had been called to that home three times before because the same toddler had been seen wandering around unsupervised.
“Just because of the previous things that had happened there (the house). So I just wanted some photo evidence versus a bunch of hearsay,” said Knight.
“That strap or bungee cord was pretty much at neck level,” said Knight. “She was up on her feet, but she was kind of struggling around her neck.”
Since the photo of the child trapped in the cords went viral, the little girl’s mother reached out to KHQ to tell her side of the story, saying that the picture showed her daughter getting tangled in the cords, though she refused to say why the toddler was out alone.
